
A Partner at CyXcel, Thomas leads our work on Data Protection and Privacy. Called to the Bar in 2002, he has nearly two decades of experience at the cutting edge of data protection, both domestically and internationally.
Thomas brings his unique skillset and expertise to our cross-sector clientele, enabling them to effectively navigate the applicable compliance frameworks and resolve operational challenges as regards privacy and personal data. He advises on every stage of the digital life cycle from ingestion (including privacy notices and consent requests) through to handling enforcement action and litigation, as well as all the stages in between (such as privacy-by-design approaches, DPIAs, SARs, breach preparation and notification, processor arrangements, transfers and share agreements).
Prior to joining CyXcel and Weightmans Thomas worked at the UK Government Legal Department providing advice to the Home Office, the Cabinet Office and the Ministry of Justice, among others. He led on data protection bridging both the pre- and post-GDPR eras, advising on the policy and creation of legislation in this sector, regulator engagement, and the negotiation of international treaties. He also undertook operational advisory work involving proactive and reactive compliance issues of some of the largest and most sensitive processing activities and databases of personal data. He has an established track record in navigating complex and strategic data compliance issues including those arising from the application of novel technologies such as facial recognition, AI/machine learning and automated decision-making.
In September 2024 he was appointed a Judge of the First Tier Tribunal where he sits on a part time basis in the General Regulatory Chamber covering information rights cases and other matters.
