Miriam is a Planning Solicitor who is part of our Planning and Construction Team working mainly from the Liverpool Office.

Miriam has joined Weightmans from a Local Authority background, and she specialises in planning and development matters. She has extensive experience advising on Section 106 Agreements acting for local authorities, developers and registered providers. As she has worked within a local authority, Miriam understands the complexities of the planning system from both a regulatory and practical perspective.

Her experience has included advising on planning applications, local development plans and supplementary planning guidance. Miriam also has experience in guiding clients through the lawful development certificates process, the implementation of Article 4 Directions and planning objections. Miriam has acted for both Claimants and Defendants within complex Judicial Review proceedings.

She has also previously advised in planning committees, and special committees providing clear and strategic legal guidance to support local decision-makers. Miriam’s first language is Welsh and so she is able to accept instructions and provide legal advice through the medium of Welsh. 

Assisted on a Section 106 Agreement and Deeds of Variation which included almost 2,000 new homes, community and employment facilities. Advising on a county-wide Article 4 direction. Assisting on a decision to grant a lawful use certificate on over 100 dwellings and whether they fell within C2 or C3 use. Led on negotiating a Section 106 Agreement on a housing development with over 100 residential dwellings.
